Joseph was born in the Bronx, NY on September 14, 1936, to the late Ivan and Anna Strelkoff (née Milone). A longtime American and world history buff, Joseph served his country honorably in the US Navy after high school. He earned his Juris Doctorate degree from Columbia University and was a successful attorney for AT&T for many years, after his retirement from AT&T he was a law professor at St Elizabeth College.

In his younger years, Joseph enjoyed running and participating in road races. He enjoyed traveling the world with his wife Angela. He enjoyed and spoke several foreign languages.

He was an avid sports fan and coached his children and grandchildren in sports.  He was a constant figure on the sidelines cheering and supporting his children then later his grandchildren. He was always up for a good debate and was happy to share his vast knowledge on many different topics.  He was a parishioner of St. Vincent Martyr Church in Madison.
