Mid 1980's....
I heard about two rogue Madison police "officers" planting evidence in a fake trial. Making up several false accusations. No actual proof. Both framing two basically decent and innocent male citizens. And they got away with it! WTF!
Both well rehearsed and lying on the stand in a NJ Municipal Court of law with the full nodding approval of a so-called Madison judge.Who was that judge by the way? Might be some records....
Oh....and the two officers not showing up for the first 3 court trial appearances.... and the judge refusing to dismiss the case. Really?
How could this happen in a reputable town like Madison in 1986?
Some might presume that the direction for a Police Department's actions, good or bad, comes directly from the top.

Don Capen was an officer and a gentleman. Raised my family in Madison 1976-2004 and he was a pillar of our community in every possible way. He kept the community safe and was always approachable. Scott Ross summed it up best about his service and impact on lives. I am so sorry to learn of his passing and my sincerest condolences to his family, friends and the community I loved and served to the best of my ability. RIP Chief and keep a watch over us all. God Bless.

I knew Don for much of my life. He provided support for me when I was in high school; and, when I left the military he encouraged me to join the Madison Police Department and not the New Jersey State Police. This was a seminal moment in my life. I worked for him as a Detective when he was the Detective Bureau Commander and also when he was the Chief of Police. I witnessed first hand his tireless efforts in creating Project Community Pride as an alternative to juvenile court for the youth of of Madison and surrounding communities. We worked together during the timeframe in which he was President of the Morris County Police Chief's Association and I was President of the Morris County Detective's Association. During such a long relationship it is common that people have their fundamental disagreements; however, Madison, Morris County, State of New Jersey and our society in general is much better off for his efforts. My sympathies go out to his family for their loss.

To the Family of Don Capen. So very sorry to hear of the loss. My parents (Ruth & Beresford Russell) were dear friends with Capen family. My Mom was especially fond of Don Capen (they talked often) as they spent time working together many, many years ago on projects associated with the Madison Police Department and Ambulance Squad. Our sincere condolences to the loving family of Don Capen. When I joined Chatham Borough PD in 1966, one of the first Madison officers I met was Don Capen. We followed each other's careers for decades. Although I had left CBPD to teach at CCM in 1969, I was impressed with Don's achievement at the FBI National Academy Session #98. He helped me set a goal of a smilar achievement should I ever have the opportunity to attend the NA. Becoming chief of police in Byram Township in 1971, I sent myself to the 104th Session in 1976. Thereafter, I would run into Don on occasion a NJ FBINAA quarterly meetings. When Don became chief in the early 1980's, our contacts were more frequent but never any less professional than on our first meeting in 1966.
Don became Madison mayor. In 2002, I became Byram Township mayor. To say we had parallel careers would be quite accurate.
I only regret that we hadn't crossed paths for many years.
Cathy, Scott, Kym, Donna and Family - Don's 'Proud Family' - Judy and I send our thoughts and prayers.

Dear, Cathy, Scott, Kym, Donna, and Family, We were saddened to hear about the passing of Don, We have been neighbors for 30 years and he was always a kind, helpful, friendly person. We will always remember the years my son John played baseball and Don and Cathy would come to his games. Don was a pillar in the community of Madison, but to us he will always be our wonderful friend and neighbor. Our thoughts and prayers are with you at this difficult time. Sending deepest condolences to the entire Capen family on the loss of Mr. Capen, especially Donna, Kim & Scott. He was a great man who I've known my whole life -- he was also business colleagues & good friends with my late Step Dad who was Chief of Police in Whippany. I'm so sorry to hear this. Don was a.police officer as long as I can remember. He, along with many of the officers of the day, knew us, watched over us, made sure we towed the line. Deep respect for Don. My sympathy to his family. He was one of the good ones. RIP Chief. Godspeed.

He was a great police chief and terrific mayor, kept Madison safe. In March of 1992 he married my husband and me in his office. He said it was the first wedding he conducted. I'm sorry to hear of his passing.
